APCR Condemns One-Sided Action in Bijaynagar, Demands Halt to Bulldozer Drive

Bijaynagar (Beawar): A delegation from the Association for Protection of Civil Rights (APCR) Rajasthan Chapter visited Bijaynagar, Beawar, to assess concerns regarding the Jama Masjid and cemetery. The team, including National Assistant Coordinator Advocate M. Huzaifa, Assistant Coordinator Prakriti, General Secretary Muzammil Rizvi, and Assistant Coordinator Rabbe Khan, met with officials from the Masjid and Cemetery Committee to discuss the situation.
The committee revealed that the municipality had declared the Jama Masjid and cemetery as illegal constructions, issuing notices for document submission. In response, APCR provided legal guidance, advising the committee to seek judicial recourse. Following APCR’s intervention, the municipality was instructed to adhere to Supreme Court guidelines, granting the Masjid Committee 15 days to respond. APCR also filed petitions in the Waqf Tribunal and Jaipur High Court to safeguard the Masjid and cemetery.
APCR strongly opposed the administration’s one-sided action, particularly the potential bulldozer drive in Bijaynagar. Reports indicate that notices citing encroachment were issued to the families of the accused in an alleged blackmailing case and the Jama Masjid. APCR contends that the timing of these notices raises concerns about administrative intent.
Citing the Supreme Court’s CWP No. 295/2022 ruling (November 13, 2024), APCR highlighted that:
15 days must be given before any demolition.
An opportunity to appeal or remove the structure voluntarily must be provided.
Only unauthorized and non-compoundable constructions can be demolished.
A detailed inspection report must be prepared before demolition.
APCR State President Advocate Syed Saadat Ali condemned the administration’s hasty and illegal actions, stating they violate Supreme Court guidelines. He denounced attempts to communalize the Bijaynagar incident while clarifying that APCR does not support the alleged blackmailing or violence.
State General Secretary Muzammil Rizvi urged the police and administration to act sensitively and fairly, criticizing their inaction on inflammatory social media comments. Despite attacks on both police and accused individuals, no cases were registered, while some elements continue to incite communal tension.
APCR demanded:
An impartial investigation without external influence.
An immediate halt to the bulldozer action.
Strict action against those inciting communal discord.
Justice for the affected teenager.
