India Appoints First Non-Muslim Envoy to Saudi Arabia Since Independence

New Delhi: India has appointed a non-Muslim diplomat as its ambassador to Saudi Arabia for the first time since Independence, marking a departure from a diplomatic practice followed for nearly eight decades.

Vipul, a senior Indian Foreign Service officer from the 1998 batch, has been named India’s next ambassador to Riyadh. He currently serves as ambassador to Qatar and will succeed Suhel Ajaz Khan in one of India’s most important diplomatic assignments in the Gulf region.

Since 1948, New Delhi traditionally appointed Muslim diplomats as ambassador to Saudi Arabia and consul general in Jeddah. The practice largely reflected the unique responsibilities of the Indian mission in the Kingdom, particularly its role in coordinating arrangements for the annual Haj pilgrimage undertaken by large numbers of Indian Muslims.

According to reports, the Ministry of External Affairs has faced increasing difficulty in identifying eligible Muslim officers with the required seniority and willingness to serve in the post. The shrinking pool of candidates has, at times, led to extensions of serving ambassadors or appointments from outside the regular diplomatic cadre. In 2016, former Mumbai Police Commissioner Ahmad Javed was appointed ambassador to Saudi Arabia.

Vipul assumes charge at a time when the Middle East continues to experience political and economic shifts. Regional tensions involving Iran and growing economic competition between Saudi Arabia and the United Arab Emirates have added new dimensions to diplomatic engagement in the Gulf.

Saudi Arabia remains one of India’s key international partners. The relationship covers energy security, trade, investment, and the welfare of millions of Indian expatriates living and working in the Kingdom.

The appointment reflects a change in long-standing diplomatic practice while underscoring the continuing importance of India’s engagement with Saudi Arabia and the wider Gulf region.
