Jaipur Protest Over Dalit Constable’s Suicide Suspended Following Agreement on Key Demands

Jaipur, Aug 28: The ongoing protest concerning the tragic suicide of Head Constable Babulal Bairwa, who was stationed at Bhankrota police station here, was postponed on Tuesday. For the past six days, the family of the deceased and representatives from various Dalit organizations had been staging a demonstration outside the mortuary at Sawai Mansingh Hospital, demanding justice.

The protest was sparked by a suicide note left by Bairwa, which implicated several high-ranking police officials, including Additional DCP Jagdish Vyas, ACP Anil Sharma, Sub Inspector Ashutosh Singh, and a journalist named Kamal Degra, as being responsible for his death. In response, Additional DCP Jagdish Vyas and ACP Anil Sharma have been placed under Awaiting Posting Order (APO) status, and Sub Inspector Ashutosh Singh has been suspended.

After multiple rounds of discussions over the last five days, an agreement was reached during a meeting on Tuesday, led by Additional Chief Secretary of the Home Department, Anand Kumar Singh. The family members agreed to proceed with the post-mortem after their seven demands were met.

Key Demands Agreed Upon:

  1. SIT Formation: A Special Investigation Team (SIT) will be established to probe the circumstances surrounding Bairwa’s suicide. ADG Crime Dinesh MN will lead the investigation.
  2. Financial Assistance: The process for voluntary financial assistance from the police department will commence immediately and is expected to be completed within a month.
  3. Service Benefits: The late Bairwa’s service benefits, amounting to approximately ₹55 lakh, will be processed promptly along with disbursement of the pension.
  4. Compassionate Appointment: Tanuj Gothwal, the son of the deceased, will receive a compassionate appointment as soon as possible.
  5. Contractual Appointment: The daughter of the late constable will be offered a contractual position in Jaipur.
  6. Adoption by Police Family: The police department will adopt Sakshi Gothwal, the 23-year-old daughter of Bairwa. They will take responsibility for her education and marriage expenses.
  7. Post-Mortem and Cremation: The family agreed to complete the post-mortem, Panchnama, and cremation of the deceased on Tuesday.

Babulal Bairwa, stationed at the Bhankrota police station within the Jaipur Commissionerate, took his own life by hanging on August 22 at the Mukundpura police post. Before his death, he left a six-page suicide note, which he shared in a WhatsApp group with his fellow officers. Despite numerous attempts to contact him, Bairwa did not respond to calls. Based on the location of his mobile phone, the in-charge of Bhankrota police station, along with a team, discovered Bairwa’s body hanging in the police post.

The suicide note explicitly accused Additional DCP Jaswant Vyas, ACP Anil Sharma, Sub Inspector Ashutosh Singh, and journalist Kamal Degra of driving him to take this drastic step. The newly formed SIT will now investigate the entire case, ensuring that those responsible are held accountable.
