Qatar and Egypt Push Hamas to Accept Ceasefire Proposal

2 June 2024: Negotiators from Qatar and Egypt have intensified efforts to persuade Hamas to accept a ceasefire proposal put forth by Israel, with backing from the United States. The proposal, revealed through sources in Israel’s Prime Minister’s Office (PMO), outlines a comprehensive three-phase plan aimed at de-escalating tensions in the region.

In a high-level meeting held on Friday night, Prime Minister of Qatar, Mohammed bin Abdulrahman Al Thani, and the head of Egyptian intelligence, Major General Abbas Kamel, engaged with Hamas political head, Ismail Haniyeh, urging the militant group to consider the ceasefire offer.

The proposed ceasefire plan entails a phased approach. In the initial phase, Israel would release hostages, including women, children, the elderly, and the injured. Concurrently, Israeli forces would withdraw from densely populated areas of Gaza, including Rafah, marking a six-week ceasefire period.

Of notable significance is the inclusion of American hostages in the release agreement, emphasizing the collaborative nature of the proposal between Israel and the United States. Palestinians displaced from various regions of Gaza, particularly the heavily affected northern areas, would be allowed to return home during this ceasefire period.

The subsequent phases of the ceasefire plan are equally pivotal. Phase two aims to negotiate a permanent ceasefire arrangement between Israel and Hamas, with a focus on releasing all remaining hostages and approximately 900 Palestinian prisoners currently held in Israeli jails.

Finally, the third phase of the proposal underscores the long-term vision for Gaza’s reconstruction and stabilization. Key aspects include the implementation of comprehensive reconstruction plans and the eventual release of any remaining hostages.

Qatar and Egyptian negotiators have expressed keen interest in facilitating the transition towards a permanent ceasefire, underscoring the importance of diplomatic efforts in addressing the longstanding conflict in the region. As discussions progress, stakeholders remain cautiously optimistic about the prospects of achieving lasting peace and stability in Gaza and beyond.
