Saudi Arabia and Palestine Sign Three MoUs to Boost Education, Human Capital & Digital Growth

Saudi Foreign Minister Prince Faisal bin Farhan and Palestinian Prime Minister Dr. Mohammad Mustafa finalized three memoranda of understanding on July 30, 2025, during a high‑level ministerial conference hosted jointly by Saudi Arabia and France focused on advancing the two‑state solution and the peaceful settlement of the Palestinian issue , reported the Saudi Gazette.
1. Human Capital Development – The Saudi Ministry of Human Resources and Social Development and Palestine’s General Personnel Council signed an MoU to train and develop Palestinian civil service professionals, led by Eng. Ibrahim Bahamam (Saudi side) and Dr. Estephan Anton Salameh (Palestinian side) .
2. Education & Curriculum Reform – Saudi’s Ministry of Education and the National Center for Curricula partnered with Palestine’s Ministry of Education and Higher Education to overhaul curriculum development, drawing on Saudi reform experience .
3. Digital Transformation & ICT Cooperation – An MoU between Saudi’s Ministry of Communications and Information Technology and Palestine’s Ministry of Communications and Digital Economy aims to advance Palestine’s digital capabilities, infrastructure and public service platforms .
These agreements underline Saudi Arabia’s commitment to empowering Palestinian society—especially its youth—through enhanced education, workforce development and technological infrastructure. They also underscore deep fraternal ties between the leadership and peoples of both nations .
