Deputy Commissioner Hoists Saffron Flag in a Religious Programme

Udupi: A controversy has emerged after a video circulated on social media showing Udupi Deputy Commissioner T.K. Swaroop hoisting a saffron flag during the biennial Paryayotsava procession linked to Sri Krishna Math. The visuals triggered objections from political and civic groups, raising questions over constitutional propriety and service conduct norms for government officials.

The Paryayotsava procession began around 3.00 a.m. on Sunday, January 18, from the Sri Krishna Math premises. As District Collector, the Deputy Commissioner formally flagged off the event. During the procession, he was seen hoisting a saffron flag in public view. Critics identified the flag as linked to the Rashtriya Swayamsevak Sangh.

The District Congress Law and Human Rights Unit submitted a written complaint to the Karnataka Chief Minister seeking an inquiry. Unit president Harish Shetty alleged the flag was handed to the Deputy Commissioner by local BJP legislator Yashpal Suvarna. The complaint argued such conduct conflicts with neutrality expected from a serving district magistrate.

The representation stated the incident raises concerns linked to the constitutional principle of secularism. It further claimed the act violated service conduct rules for civil servants.

In a clarification, T.K. Swaroop said his presence was purely official and related to civic duties under the Udupi Nagar Parishad. He cited participation in customary rituals, including felicitation of the newly appointed Paryayotsava Swamiji and attendance at the traditional durbar. He denied political intent.

The matter now awaits examination by competent authorities under applicable rules.
