Gaza City: The United States has announced the start of phase two of its plan aimed at ending Israel’s war on Gaza, shifting focus from a ceasefire framework toward demilitarisation, transitional governance, and reconstruction of the devastated Palestinian territory.
US special envoy Steve Witkoff said the second phase would establish a temporary administrative body to manage Gaza and oversee rebuilding efforts. He stated the plan envisages full demilitarisation of the enclave alongside a technocratic governing structure tasked with civil administration. Washington also reiterated its demand for the return of remaining Israeli captives’ remains, warning of consequences in case of non compliance.
The announcement comes amid fragile ground realities. Gaza authorities have reported repeated Israeli violations of the ceasefire since October, including deadly attacks and continued restrictions on humanitarian aid. Hundreds of Palestinians have lost their lives during this period, while essential supplies remain blocked, deepening the humanitarian crisis.
Hamas has earlier indicated readiness to step away from daily governance responsibilities under a transitional arrangement. However, questions persist over the authority, composition, and independence of the proposed governing body. Uncertainty also surrounds the reconstruction process, with large parts of Gaza reduced to rubble and basic infrastructure destroyed.
Regional mediators Qatar, Turkiye, and Egypt have welcomed the formation of a Palestinian technocratic committee, expressing hope it would advance implementation of the next phase and create conditions for rebuilding. They urged all sides to adhere fully to commitments under the ceasefire framework.
Humanitarian agencies continue to warn of dire living conditions across Gaza. Most families remain displaced in makeshift shelters amid winter weather, while access to food, medical care, and shelter materials stays restricted. Aid groups stress that sustained relief access remains essential for any meaningful recovery process to begin.
